I was actually asking this for GTA IV because it's essentially the same situation for GTA V. I managed to downgrade the game and disable Rockstar Live for it tho. That solved the problem for me. I don't think this is possible for GTA V tho if anyone's wondering. well my method should atleast get you a new IP, which will fix this for you.
Well idk about borderlands but gta works through rockstar launcher so basically the game on steam/epic is just a shortcut to the rockstar launcher which requires internet, like i remember when i first got gta about a year back the servers were down the day after and I couldn’t even play story mode.
