Yeah, because "hard work" means unlocking the whole map and all the weapons from the start. Not withstanding that I also removed the signature weapon and skill requirements and added the ACE signature weapon back in the game YES actually unlocking the whole map was hard to find and point in fact I was the one that figured it out.
Just found out that the top right corner belltower in southern kyrat the guards have z93 sniper rifles. If you haven't cleared it yet they'll be there. fly out there, kill one, grab the gun, and run. much faster then liberating towers and it's also a better gun then the m-700.

Yes weapons have specific attachments that you can choose to equip or not, once the weapons are unlocked. At the start of the game, you are not going to have access to a silenced weapon outside of the Hunter Bow. The first weapon that I unlocked that had the option to equip a suppressor was the M700 sniper rifle.
